马达加斯加、乌干达、塞拉利昂的野生水产品进口清关及注意事项

本月海关总署连续发布检验检疫和卫生要求的公告，允许来自马达加斯加、乌干达、塞拉利昂的野生水产品输华。

This month, the General Administration of China Customs (GACC) has issued successive announcements on inspection, quarantine and health requirements, allowing wild aquatic products from Madagascar, Uganda and Sierra Leone to be exported to China.

这一举措将为进口水产品市场注入了新的活力，同时也标志着中非合作在农业和渔业领域的进一步深化。这不仅为其他非洲国家的同品类产品进入中国市场提供了有益的借鉴，也展示了中非经贸合作不断深化的趋势。

This initiative will inject new vitality into the imported aquatic products market, and also mark the further deepening of China-Africa cooperation in the fields of agriculture and fisheries. This not only provides a useful reference for other African countries to enter the Chinese market with similar products, but also demonstrates the trend of deepening China-Africa economic and trade cooperation.

In Uganda, there are several important commercial fish and fish resources such as Nile tilapia, pasteur and monocovid, which are of great commercial value in lakes such as Lake Victoria, Lake Choga, Lake Albert, etc. Sierra Leone has a wide variety of wild aquatic products, mainly freshwater and marine fish. In terms of freshwater, Sierra Leone has several river basins and lakes with a total of about 100 species of fish, in addition to Sierra Leone's high-value exports of wisdom toothfish, sea urchins, sea cucumbers and sea bream. Madagascar is rich in marine and coastal resources, including 5,600 kilometres of coastline and an exclusive economic zone of more than 1 million square kilometres, producing tuna, prawns, lobsters, sea cucumbers, groupers, snappers, firefish, sharks, flounder, eels and mackerel.

一、中非论坛的“东风”

2024年9月4日至6日,中非合作论坛在北京圆满召开，中非在农业等多个领域的合作不断深化，推动了非洲农业现代化进程，使发展成果直接惠及非洲各国的广大民众。

From September 4 to 6, 2024, the Forum on China-Africa Cooperation (FOCAC) was successfully held in Beijing, deepening China-Africa cooperation in agriculture and other fields, promoting the process of agricultural modernization in Africa and directly benefiting the people of African countries.

在峰会结束过后，海关总署接连公布多项关于非洲多个国家农产品准入的公告。所有获准输华的产品，其境外生产加工企业、出口商、进口商需按要求完成海关总署的注册登记或备案管理，才能顺利出口。

After the summit,GACC issued a number of announcements on the access of agricultural products from many African countries. Overseas production and processing enterprises, exporters and importers of all products approved for export to China must complete the registration or filing management of the General Administration of China Customs as required before they can be successfully exported.

二、“零关税”贸易新机遇

在中非论坛开幕式上，中国提出贸易繁荣伙伴行动。中方愿主动单方面扩大市场开放，决定给予包括33个非洲国家在内的所有同中国建交的Zui不发达国家税目产品零关税待遇，推动中国大市场成为非洲大机遇。扩大非洲农产品准入，深化等领域合作，实施“中非质量提升计划”。

At the opening ceremony of the China-Africa Forum, China proposed the Trade Prosperity Partnership Initiative. China is willing to take the initiative to unilaterally expand market opening, and has decided to grant zero-tariff treatment to all least developed countries that have diplomatic relations with China, including 33 African countries, for of their tariff items, so as to turn China's big market into a big opportunity for Africa. Expand access to African agricultural products, deepen cooperation in other fields, and implement the China-Africa Quality Improvement Plan.

三、企业注册优化助力非洲水产进口

2024年9月4日，中国国际贸易单一窗口发布“进口食品境外生产企业注册2024年09月04日版本”通知。根据海关总署业务部门要求，对进口水产品境外生产企业注册进行优化升级。

On September 4, 2024, the China International Trade Single Window issued a notice on the "2024-09-04 version of the registration of overseas manufacturers of imported food". According to the requirements of the business department of the General Administration of China Customs, the registration of overseas production enterprises of imported aquatic products will be optimized and upgraded.

填报要素删减，简便操作。在进口食品境外生产企业注册系统（CIFER）中申请水产品注册，无需填写“注册产品类别”、“HS编码/CIQ编码”、“英文名称”、“拉丁学名”、“注册产品原料类型”、“加工方式”、“生产加工能力（吨/每年）”，无需上传产品照片。

信息模块进一步简化。在CIFER系统申请水产品注册，更改了企业的“生产加工能力”的填写位置；取消了“近两年出口贸易情况”、“生产加工用水”、“人力资源”等模块，以及其他不需要填写的内容。

四、水产准入流程重要调整

今年下半年海关总署调整了进口水产品建议准入管理，这一政策为企业带来巨大的利好，有助于企业积极拓展业务。调整包含三个部分。

In the second half of this year, the General Administration of China Customs adjusted the recommended access management of imported aquatic products, which brought great benefits to enterprises and helped them actively expand their business. There are three parts to the adjustment.

1.取消部分产品的检疫准入管理

• 进口水产动物油脂

• 海洋植物产品（冰鲜、冷冻除外）

• 干制鱼鳔

• 
  

• Cancel the quarantine access management of some products

• Imported aquatic animal oil and fats

• Marine plant products (except chilled and frozen)

• Dried fish maw

2.扩大已获准入品种的可食用部位范围

Expand the range of edible parts of approved varieties

• 体现为，同一品种已获准入的该品种的可食用部位（如内脏）均视同获得检疫准入

3.等同对待已准入冰鲜产品的各加工方式

All other processing methods of chilled products that have been approved are permitted to export
