此次海关总署公布的检疫公告中，允许符合相关要求的哈萨克斯坦牛皮进口，牛皮指生牛皮，包含干制、盐干及盐湿牛皮。

境外企业可以注册的前提是非食用动物产品已获准入资质，具体査看《已检疫准入的非食用动物产品国家或地区及产品种类名单》和检验检疫公告。

非食用动物产品注册流程Registration Procedure

(一)官方推荐Recommendation   

实施注册登记管理的动物产品境外生产加工存放企业，经输出国家或者地区主管部门审查合格后向海关总署推荐。

Overseas production, processing and storage enterprises of animal products subject to registration management shall be recommended to the General Administration of Customs after passing the examination and passing the examination by the competent authorities of the exporting country or region.

(二)资料审查Material Inspection  

海关总署对推荐材料进行审査，必要时经与输出国家或者地区主管部门协商，派出专家到输出国家或者地区对申请注册登记的企业进行检查评估。

GACC shall examine the recommended materials and, if necessary, after consultation with the competent authorities of the exporting country or region, send experts to the exporting country or region to inspect and evaluate the enterprises applying for registration.

(三)注册登记Registration

符合要求的国家或者地区的境外生产加工存放企业，经检查合格的予以注册登记。不符合要求的国家或者地区的境外生产加工存放企业，不予注册登记。

Overseas production, processing and storage enterprises in countries or regions that meet the requirements shall be registered after passing the inspection. Overseas production, processing and storage enterprises in countries or regions that do not meet the requirements shall not be registered.
